Amends Election Law Section 8-102 to require inspectors of election and clerks to meet at polling places at least one hour before polls open, instead of the current one-half hour requirement.

Requires ballot scanner and ballot marking device keys to be delivered to inspectors at least one hour before polls open, instead of one-half hour, in sealed envelopes with serial numbers and polling place locations.

Maintains existing procedures for inspectors from both parties to examine sealed envelopes and verify serial numbers on voting machines before opening envelopes and accessing keys.

Takes effect on January 1st of the year following enactment.
