Requires the City Planning Commission to regulate and restrict requests for new social services facilities, expansion of existing facilities, and changes to services provided at existing locations.

Defines "social services facility" to include ACS placement facilities, city-administered hotels and shelters, DHS-administered facilities, DYCD-administered facilities, HPD-administered facilities, HRA-administered facilities (excluding domestic violence shelters), and supportive housing facilities.

Requires the Commission to consider the anticipated impact of proposed facilities on neighborhood character, property values, and lease renewal when making regulatory decisions.

Applies to facilities regardless of whether the leaseholder is the actual tenant providing services.

Effective ninety days after enactment.
