Department of Labor, in consultation with the Division of Human Rights, shall conduct a study on employment rates of transgender persons in New York state, including data by county and New York City

Study shall examine whether employment rate disparities exist between transgender persons and other persons, and identify contributing factors and barriers including discrimination

Department shall analyze findings by racial and ethnic characteristics, specifically including Black and Latinx transgender persons

Department shall recommend changes to state policies and propose legislation, rules, or regulations to improve employment rates and opportunities for transgender persons

Report of findings and recommendations must be submitted to the Governor, Speaker of the Assembly, and Temporary President of the Senate and published on the Department's website within one year of the act's effective date
