Establishes licensing requirement for home kitchen operations that prepare ready-to-eat food in private homes, with license fee not to exceed $175.

Restricts home kitchen operations from producing alcoholic beverages, milk products, raw shellfish, foods requiring HACCP plans, and low-acid canned foods.

Allows food sales directly to consumers only (not resellers) through in-person sales or remote ordering, with delivery by operator, employee, or third-party service, limited to New York state.

Requires labeling with operation name, license number, phone number, ingredient list, and "Made in a home kitchen" statement on all food products.

Limits inspections to one routine inspection per 12 months (with notice), for-cause inspections based on complaints, and emergency inspections only when public health threat exists; regulations must be promulgated by December 31, 2022.
