Amends the definition of "land used in agricultural production" under Agriculture and Markets Law Section 301 to clarify that the exclusion for processing or retail merchandising does not apply to field crops grown and consumed on-farm by animals.

Maintains the existing requirement that agricultural land must be at least seven acres used as a single operation in the preceding two years for crop or livestock production with average gross sales of $10,000 or more.

Effective 30 days after becoming law and applies to assessment rolls prepared on or after the effective taxable status date.

Authorizes agencies to adopt necessary rules and regulations for implementation immediately upon enactment.
