Authorizes the Town of New Castle, Westchester County, to discontinue use of 0.60 acres of parkland (Section 92.16, Block 1, Lot 22) currently under town ownership.

Conditions the discontinuance on Vivek and Chitra Agastya conveying 0.60 acres of their land (Section 92.16, Block 1, Lot 23) to the town to be dedicated as public parklands.

Requires the town to dedicate the difference in fair market value between the two parcels toward acquiring additional parklands or funding capital improvements to existing park and recreational facilities if the Agastya parcel is worth less than the discontinued parkland.

Mandates compliance with all federal requirements and Secretary of the Interior approval before alienating the parkland if the town received any federal funding for its purchase, maintenance, or improvement.

Takes effect immediately upon enactment.
