Establishes four requirements for each school library: provide physical access to books, technological equipment, media and documents; provide digital access to e-books, databases, software and media; provide equitable and flexible access to library space and staff; and receive per-student budget allocation to keep resources and services relevant.

Requires each school district to annually evaluate their school library using a rubric created by the Department of Education.

Authorizes the Commissioner of Education to prescribe rules regulating purchase, recording, safekeeping and loaning of books; conditions for public use of library books where free libraries exist; management of school libraries as circulating libraries; and reporting requirements for school librarians.

Takes effect July 1 following enactment, with authorization for immediate adoption of necessary rules and regulations to implement the act.
