Establishes owner liability for noise violations documented by photo monitoring systems, with photo evidence admissible in proceedings; defines motor vehicle owner broadly to include lessors, registrants, and beneficial owners.

Requires photo monitoring systems to pass daily self-tests and undergo annual calibration checks by independent laboratories; operators must complete training and maintain daily camera log reports documenting setup, location, date, time, and system functionality.

Protects images from photo monitoring systems from public disclosure or use in civil/criminal proceedings except for violation adjudication, with limited exceptions for court-authorized search warrants or subpoenas in misdemeanor or felony investigations.

Permits lessors to avoid liability by filing with the environmental control board and identifying the lessee within 37 days of violation notice; allows vehicle owners to seek indemnification from actual operators and raises presumption that operators had owner consent.

Requires annual reporting to state officials on program locations, violation statistics, fines collected, adjudication results, revenue, and expenses; sunsets the entire program 3 years after the effective date.
