Eliminates requirement that prospective purchasers of manufactured home parks provide written certification about their intent to change the land's use within 60 months of closing.

Expands right of homeowners to purchase manufactured home parks to apply whenever a park owner markets or receives any bona fide offer, regardless of purchaser's stated intentions for the property.

Requires park owners to notify homeowners' associations or individual homeowners and the commissioner of housing and community renewal of all sale terms and conditions within 140 days to exercise purchase rights.

Maintains existing exceptions for financing-related conveyances and governmental eminent domain purchases, and preserves prohibition on forcing sale to individual homeowners.

Takes effect 180 days after becoming law.
