Authorizes the New York State Insurance Fund to enter agreements with private insurers licensed in other states to issue workers' compensation policies covering out-of-state work obligations for NYSIF policyholders.

Permits NYSIF to receive premiums and pay losses, loss adjustment expenses, and administrative fees related to out-of-state coverage policies through these agreements.

Restricts provision of claims services under such agreements to exclude any claims under New York's workers' compensation law.

Requires policyholders to meet eligibility criteria: either NYSIF New York premiums must exceed aggregate out-of-state premiums, or New York payroll must exceed aggregate out-of-state payroll for the prior policy period.

Requires eligible policyholders to meet NYSIF underwriting criteria for out-of-state coverage as established by commissioner rules.
