Amends voting machine examination requirements to require state board of elections to evaluate whether machines are safe, properly, AND securely used (adding "securely" to existing "safe and properly" standard).

Changes approval language from "shall" to "may" be deemed approved, allowing state board discretionary authority to reject machines that meet technical requirements if they determine the machines are not proper, safe, and/or secure.

Adds new provision allowing state board to rescind approval of previously approved machines in its discretion on grounds that machines are not proper, safe, and/or secure, even if they meet section 7-202 requirements.

Requires state board to examine all previously purchased machines of a type whose approval was rescinded to determine if they may continue to be used in elections.

Takes effect immediately upon enactment.
