Authorizes the Office of Children and Family Services to establish caseload standards for child protective services workers, including limiting initial investigations to no more than two per week per full-time worker when possible and within appropriated amounts.

Provides 100 percent state reimbursement for local social services district expenditures related to child protective services caseload standard compliance, provided districts maintain current child protective services spending levels equal to or greater than the prior fiscal year.

Requires annual reporting by the commissioner on child protective services operations, including monthly data on total child protective services workers, supervisory positions, average active cases per worker, and cases in initial investigation stage.

Exempts caseload standards established under these provisions from the general prohibition on the state prescribing the number of employees in social services districts.

Takes effect 730 days after enactment, except section 5 takes effect immediately.
