Establishes a precinct commander appointment board in each New York City police precinct, with the borough president responsible for creation, to evaluate and select precinct commanders.

Board composition includes eight members: community board chair (serves as board chair), community council president, three police captains appointed by the commissioner, one person appointed by the borough president, and two city council members; adds ninth member (NYCHA Tenant Association chair) in areas with NYC Housing Authority operations.

Requires all board members to be residents of the borough where the precinct is located and mandates a New York State Department of Civil Service representative serve as secretary without voting power.

Precinct commander candidates must have attained minimum rank of sergeant at least one year before selection; board selects new commander by majority vote within 30 days of vacancy notification and must immediately notify the commissioner.

Takes effect 90 days after becoming law; board members receive no additional compensation and may hold other public offices simultaneously.
