Department of Environmental Conservation must transmit completed registration applications to local boards of elections within ten days (or by the twentieth day before an election if received between the thirtieth and twenty-fifth day before election day).

Establishes requirements for strict political neutrality, prohibits discouragement of voter registration, mandates equal assistance to applicants, and designates an agency voter registration coordinator within the Department of Environmental Conservation.
