Establishes a three-year pilot program administered by the commissioner to create an assistance hotline for individuals with intellectual and developmental disabilities and complex behavioral needs

Hotline operates 24 hours a day, seven days a week via toll-free telephone number and video relay service or other technology accessible to individuals who are deaf, hard of hearing, or have speech disabilities

Hotline provides assistance with access to services, referrals to services, and general information on services offered by the office for individuals or their parents/guardians

Hotline must be accessible in English and the six most common non-English languages spoken by limited-English proficient individuals in New York State based on the most recent census

Commissioner must submit a report to the governor, speaker of the assembly, and temporary president of the senate evaluating the pilot program's effectiveness before it concludes
