Requires the Commissioner of the Office for People with Developmental Disabilities to include data on the number of individuals and average Medicaid eligible expenditure levels per service recipient, categorized by three age groups: birth to 20 years, 21 to 64 years, and 65 years and older.

Mandates inclusion of service recipient demographic data including race or ethnicity by age range, primary language spoken, and residence type subcategorized by age, race or ethnicity, and primary language.

Requires this data be included in the statewide comprehensive plan "to the extent practicable" and submitted to the governor by November 1st each year for budget preparation.

Takes effect 30 days after becoming law.
