Requires the Office for People with Developmental Disabilities (OPWDD) to purchase and provide personal protective equipment (PPE) to all direct support professionals, care recipients, and group home providers during a public health state disaster emergency declaration.

Mandates OPWDD deliver PPE within 30 days of a state emergency declaration and maintain supplies for at least 60 days at daily usage rates equal to the average daily rate used between April 19-27, 2020.

Requires OPWDD to consider clinical best practices for PPE based on current or projected public health needs and follow federal Centers for Disease Control and Prevention guidance.

Defines "damaged PPE" as masks that are soiled or difficult to breathe through, visibly soiled gowns, or visibly soiled eye protection, which OPWDD must replace and replenish to prevent extended use.

Takes effect immediately upon enactment.
