Requires all New York City agencies issuing summonses subject to office of administrative tribunals and hearings review to identify violations that can be proven through photographic evidence

Mandates city agencies document violations appearing on these lists with photographic evidence at the time of summons issuance using cameras, mobile phones, or other devices capable of producing electronic image files

Requires issuing agents or officers to include a written statement in the summons explaining why photographic documentation was impracticable or impossible when evidence cannot be collected

Requires photographic evidence be included in online summons filings on the office of administrative tribunals and hearings website so respondents can view evidence against them

Authorizes city agencies to promulgate rules establishing procedures for collecting photographic evidence as required by this law
