Amends New York Real Property Law Section 238-a to explicitly prohibit landlords, lessors, sub-lessors, and grantors from demanding broker's fees from tenants.

Expands the existing prohibition on pre-tenancy fees to specifically include "broker's fees" along with other charges for processing, review, or acceptance of applications.

Maintains exceptions for background checks, credit checks, and fees charged by continuing care retirement communities, assisted living providers, adult care facilities, and senior residential communities.

Preserves the ability of cooperative housing corporations to collect fees from prospective tenants necessary to compensate managing agents and transfer agents for application processing.

Takes effect immediately upon enactment.
