Removes requirement that absentee ballot applicants who request ballots by letter must submit a valid signed application form with their ballot to have it counted.

Changes deadline language for military ballots and federal write-in absentee ballots from "day before election" to "day of the election" for determining timeliness based on postmark or dated endorsement.

Extends counting deadline for absentee ballots to seven days after election day if they bear a postal service cancellation mark or government agency dated endorsement indicating timely mailing on or before election day.

Sections 1 and 5 of the act expire and are repealed December 31, 2021, at which point a replacement version of section 6 takes effect that retains the application form requirement for special federal ballots requested by letter.
