Authority authorized to purchase, acquire, plan, design, engineer, finance, construct, operate, manage, improve and maintain renewable energy projects, including energy storage systems, electric vehicle charging infrastructure, offshore wind vessels, and green hydrogen production.

Authority must phase out all non-renewable generation by December 30, 2030, and transition to exclusively renewable energy generation, subject to reliability needs certified by the independent system operator and regional clean energy hubs.

Authority becomes sole provider of electricity to all state-owned buildings by January 1, 2030, and all municipal buildings by January 1, 2035, with municipal opt-out allowed if authority rates exceed local utility rates or if municipality has renewable energy alternatives.

All renewable energy projects must utilize project labor agreements, apprenticeship programs, and prevailing wage requirements; authority must develop workforce transition and retraining programs for displaced workers and establish a just transition fund.

Authority must create ten-year climate and resiliency plan within two years, democratization plan to implement energy democracy principles, and hold at least eight public hearings; must prioritize renewable projects benefiting disadvantaged communities and sell excess renewable energy to low-to-moderate income households at fifty percent discount.
