Adds a new aggravating circumstance allowing judges to order humane euthanasia or permanent confinement of a dog that causes death to a companion animal, farm animal, or domestic animal while trespassing on another person's property without justification.

Clarifies existing law by renumbering the aggravating circumstances for dangerous dog determinations and establishing this new trespassing provision as criterion (c).

Maintains the existing 30-day appeal period before euthanasia orders can be carried out, with automatic stay of the order upon filing an appeal unless the owner waives appeal rights in writing.

Takes effect 90 days after the bill becomes law, with regulatory authority granted for implementation.
