Increases state aid reimbursement rates for public library construction projects in economically disadvantaged communities from 50% to 75% and in economically distressed communities from 50% to 90% of total approved costs.

Grants libraries affected by the 2020 state disaster emergency an additional 12 months beyond the statutory project end date to complete projects that commenced between July 1, 2017 and July 1, 2019.

Modernizes library aid formulas by adjusting per capita support amounts, increasing central library services funding by removing specific material purchase restrictions, and eliminating outdated adult and family literacy grant programs while establishing additional support for large and mid-sized library systems.

Modifies reference and research library resources systems funding to provide two separate grant components and expands definitions of coordinated outreach services to include at-risk youth from birth to age 21.
