Requires gas, electric, water, steam, telegraph, and telephone corporations, as well as municipalities providing equivalent utility services, to notify property owners before beginning scheduled service that may interfere with property use or access.

Notice must include the service to be performed, expected duration, service location, any road closures or detours, equipment or vehicles that may intrude on the property, and contact information for the performing entity.

Notice must be provided in writing or electronically no more than 30 days and no less than 5 days before the scheduled service begins, with reasonable efforts to contact property owners directly.

Exempts emergency situations, including natural or man-made disasters or states of emergency declared under Article 2-B of the Executive Law.

Takes effect 90 days after becoming law, with authority granted to implement necessary regulatory changes before the effective date.
