Establishes a state commercial fishing advocate position within the department of agriculture and markets to represent the commercial fishing industry and advise the commissioner on related matters.

Creates a commercial fishing economic development program under department jurisdiction, administered by the advocate, to promote marine resources development, public awareness, industry retention, and consumer awareness of New York's commercial fishing industry.

Grants the advocate powers to identify fishing-related issues, advise on alternative vessel uses (such as tourism), develop marketing and business strategies, recommend legislation, and review regulatory barriers affecting the industry.

Requires the advocate to submit annual reports to the governor, department, and legislature beginning July 1, 2023, detailing activities undertaken and making reports publicly available online.

Authorizes the advocate to request and receive assistance, services, facilities, and data from other state agencies and to enter into cooperative agreements with government offices.
