Removes the restriction that limited sentencing guidelines for second felony drug offenders to those whose prior conviction was not a violent felony, making the guidelines applicable to all second felony drug offenders regardless of prior offense type.

Repeals subdivision 4 of section 70.70 of the penal law entirely.

Narrows the definition of prior convictions that qualify for merit time eligibility from violent felonies, non-merit-time offenses, and class A felonies to only class A felonies.

Takes effect immediately and applies to all sentences imposed on or after the effective date.
