Extends the sunset date for waiving area designation and approval requirements for certain urban development action area projects from June 30, 2021 to June 30, 2024.

Applies the extended deadline to up to six projects per calendar year involving construction of up to ninety dwelling units financed by federal government and restricted to elderly or persons with disabilities without change in local zoning.

Allows municipalities to waive certain standards, procedures, and land disposition requirements for qualifying projects involving rehabilitation, conservation, or construction of one to four unit dwellings.

Maintains existing authority for cities with population of one million or more to require incorporation of specific project terms including residential unit numbers, unit types, pricing, income restrictions, and property consideration basis.

Takes effect immediately, with retroactive application to June 30, 2021 if enacted after that date.
