Establishes licensure requirements for laser hair removal technicians, defined as persons licensed to use lasers or pulsed light devices for hair removal procedures that do not remove the epidermis.

Expands the appearance enhancement advisory committee from nine to ten members, adding one person engaged in laser hair removal practice.

Requires the secretary to promulgate rules and regulations for laser hair removal technicians including state-approved curriculum, minimum training hours, procedures on volunteers by body part, age requirements, competency examinations, and one million dollars minimum liability insurance for establishments.

Allows currently employed licensed estheticians to practice laser hair removal upon passing a competency examination, with possible waiver of standard training and curriculum requirements.

Applies existing licensing application, examination, and fee requirements ($40 application and renewal fee) to laser hair removal technicians, with act taking effect one year after becoming law.
