Eliminates the requirement for certain paraprofessional titles (teacher aide, educational assistant, educational associate, auxiliary trainer, bilingual professional assistant) to file an application to join the New York City Teachers' Retirement System (TRS), making membership mandatory instead.

Removes eligibility for family worker, family assistant, family associate, and parent program assistant titles to join TRS; these employees would remain eligible for the New York City Board of Education Retirement System.

Estimated to affect approximately 3,300 paraprofessionals, with an average age of 35.1 years and average salary of $34,500 as of June 30, 2020.

Projects first-year annual employer contribution increase of $9.5 million, with increases first reflected in Fiscal Year 2023 contributions based on June 30, 2021 actuarial valuation.

Takes effect immediately upon enactment.
