Establishes a bill of rights for individuals with developmental disabilities receiving residential services from entities operated, licensed, or certified by the office for people with developmental disabilities.

Grants residents and qualified persons the right to participate in care plan development, access health and safety information, receive unannounced visitors, be informed of staffing changes, and access facility safety plans and food menus.

Provides residents access to audio and video recordings relevant to incidents affecting them, financial transparency information, and the right to choose a care coordinator and consult independent advocates or attorneys.

Requires covered providers to conspicuously post the bill of rights at facilities and provide copies to qualified persons, and directs the commissioner to post it online in English and the six most commonly spoken languages in the state.

Takes effect 120 days after becoming law.
