Amends the not-for-profit corporation law to exempt the East Amherst Fire Department, Inc. in the town of Amherst, Erie county from the 45 percent cap on non-resident members

Adds the East Amherst Fire Department to a list of fire departments already exempt from non-resident membership restrictions, which includes the Huguenot Fire Company, Prospect Terrace Fire Company, and several others

Allows the East Amherst Fire Department to elect and continue non-resident volunteer members without the limitation that would otherwise apply to most fire corporations

Takes effect immediately upon enactment
