Eliminates the permit requirement for importing milk and dairy products into New York from other states or countries, replacing it with a requirement that imported products meet the same sanitary standards and requirements as products produced within New York.

Removes the mandatory inspection procedures for out-of-state producers' facilities, cows, and equipment, but authorizes the commissioner to enter into reciprocal agreements with other states to ensure compliance with New York standards.

Increases the timeframe for milk producers to receive advance payments from the milk producers security fund from 30 days to 60 days after filing a claim against a defaulting dealer.

Requires surety bonds and letters of credit filed by milk dealers to include provisions for advance payments to producers under subdivision nine of the law.

Establishes a new process for claims against dealers with filed bonds or alternative security, allowing the commissioner to advance up to 50 percent of estimated amounts owed within 60 days of claim receipt.

Takes effect 60 days after becoming law.
