Establishes a new license category for cigar lounges to sell liquor, beer, and wine at retail for on-premises consumption, with an annual fee of $1,792.

Defines "cigar lounge" as a retail store generating at least 60% of quarterly revenue from cigar-related products (cigars, humidors, cutters, cases, lighters, ashtrays), with minimum 15-seat capacity, on-premises humidor, and no food service or cigarette/e-cigarette/hookah smoking allowed.

Restricts eligibility to applicants holding a New York retail dealer cigarette and tobacco certificate issued before June 1, 2018, and who do not currently or previously hold a club liquor or beer license at that location.

Requires cigar lounges to stock New York-produced liquor, beer, and wine as at least 5% of their alcohol selections.

Mandates cigar lounges provide written notice to all employees and job applicants warning that working in the establishment may cause serious health effects including increased cancer and heart disease risk, with no safe level of secondhand smoke exposure.
