Updates terminology in 20+ state laws including social services, education, mental hygiene, insurance, housing finance, real property, and tax laws to use person-first and identity-first language consistent with modern disability rights standards.

Changes references in provisions governing state facilities, community services, insurance coverage, property rights, and educational programs that serve individuals with developmental disabilities.

Maintains all substantive provisions and legal requirements while modernizing language to reflect current disability terminology and respectful nomenclature.

Effective immediately upon enactment with limited exceptions relating to sunset provisions in education law.
