Requires attorneys to file a notice of completion of limited scope appearance upon finishing their defined purposes, which constitutes the attorney's withdrawal from the action or proceeding unless the court finds extraordinary circumstances and good cause to direct otherwise.

Takes effect immediately upon enactment.
