Allows SUNY trustees to award campus transportation contract extensions without competitive bidding if pricing reflects regional consumer price index changes, with consideration of competing proposals from public transportation agencies.

Eliminates prior exemptions that allowed SUNY and CUNY to bypass certain state finance law requirements and repeals related provisions in the education law.
