Establishes definitions for four types of days in residential habilitation services: retainer days (medical leave), service days (when services are provided), therapy days (absence for family visits or vacation), and vacancy days (unfilled bed days).

Requires retainer days to be reimbursed at 100% of the daily rate, with providers limited to 14 retainer days per rate year multiplied by certified capacity.

Requires therapy days to be reimbursed at 100% of the daily rate, with providers limited to 96 therapy days per rate year per person.

Provides an occupancy adjustment to the operating component of rates beginning July 1, 2019, calculated by dividing reported service days by certified capacity, capped at a maximum 5% adjustment.

Takes effect immediately and is deemed effective as of April 1, 2021.
