Establishes a task force on missing women and girls who are Black, Indigenous, and People of Color (BIPOC) composed of state agency commissioners and legislative appointees with experience in cultural competency and direct impact representation

Task force shall develop policy changes to address gaps in care for missing and murdered BIPOC women and girls, including ensuring first responders are culturally competent and identifying traffic hubs and extraction sites facilitating abductions

Task force must collect statistics and data on missing BIPOC women and girls, recommend prevention programs addressing overlapping forms of oppression, and create a state-wide awareness campaign

Task force shall hold public hearings in each region of the state and submit findings and recommendations to legislative leaders within two years of the effective date

Act takes effect 60 days after enactment and expires three years after that date
