Creates a "restricted participant contribution period" prohibiting businesses that submit bids, applications, or proposals for state or local government contracts, grants, or licenses from making contributions to relevant officeholders and candidates during this period.

Restricted period begins at the earliest of: the application/bid date or the posting date of a solicitation on a government website, newspaper, or procurement newsletter.

Restricted period ends either one year after contract/grant/license award (if applicant wins) or immediately upon final award/disapproval (if applicant loses).

Applies to business entities, their owners, officers, directors, and relatives, with violations subject to civil penalties of up to $10,000 or 200% of the contribution amount, recoverable by the state board of elections.

Officeholders and candidates must refund any contributions received in violation of these restrictions.
