Establishes a "restricted participant contribution period" for individuals and business entities that submit bids, applications, or proposals to state or local government entities for contracts, grants, or licenses.

Reduces contribution limits to 15 percent of otherwise permitted amounts during the restricted period for contributors to officeholders, candidates, and their political committees of the governmental entity handling the procurement or licensing.

Restricted period begins at the earliest of application/bid submission or the posting date of the solicitation and ends either one year after final contract/grant/license award (if awarded to the contributor) or upon final award/disapproval (if not awarded to the contributor).

Imposes civil penalties of up to $10,000 or 200 percent of the contribution amount for violations, enforceable by the state board of elections chief enforcement counsel.

Requires governmental entities issuing solicitations to provide written notice of the contribution restrictions and the commencement date of the restricted period to all respondents.
