Creates a "restricted participant contribution period" during which persons, relatives, organizations, and business entities bidding on or applying for state or local government contracts, grants, licenses, or real property transactions must reduce campaign contributions to 15% of normal limits.

Restricted period begins when a bid, application, or proposal is submitted or posted and ends either one year after contract/grant/license award or real property closing, or upon disapproval/non-selection.

Applies contribution restrictions to the entity bidding/applying, its owners, officers, directors, partners, relatives, and any political organizations controlled by the business entity.

Requires state and local governmental entities issuing solicitations to provide notice of the contribution prohibition and the restricted period commencement date to all responding parties.

Imposes civil penalties up to $10,000 or 200% of the illegal contribution for violations, and requires refund of contributions accepted in violation of these restrictions, enforceable by the state board of elections.
