Adds requirement for eligible entities to provide recommendations on automobile and liability insurance requirements and rules necessary to implement the program, with potential consultation from the department of motor vehicles and department of financial services.

Limits pilot program to up to five counties with populations not exceeding 750,000 (or collaborative projects of two contiguous counties with no more than 400,000 each) and provides minimum grants of $55,000 per qualified provider.

Requires transportation providers to submit annual reports documenting participation rates, implementation challenges, sustainability measures, and expansion proposals, with funding eligibility extended up to five years instead of the original timeline.
