Establishes a statewide, toll-free hotline operated by the Office of Children and Family Services to receive reports of reportable incidents 24 hours per day, seven days a week, and accepts anonymous calls.

Requires the hotline to immediately transmit reports orally and electronically to appropriate state agencies or local social services offices, and to convey information about potential criminal offenses or immediate threats to law enforcement or emergency responders.

Authorizes the commissioner to promulgate rules and regulations for hotline implementation, including procedures for timely and accurate referrals to state agencies with investigative or oversight authority.

Requires the Department of Health to include information about the statewide hotline in its public education campaign regarding elder abuse prevention and reporting resources.

Takes effect 120 days after becoming law.
