Establishes "histotechnologist" as a new licensed clinical laboratory practitioner category requiring a bachelor's degree in histotechnology or related science with clinical training, national certification, or equivalent licensure from another jurisdiction.

Creates alternative pathways to licensure for clinical laboratory technologists and cytotechnologists by accepting national certifications, out-of-state licenses, or two years of relevant clinical experience combined with a bachelor's degree in natural science.

Renames "histological technician" to "histotechnician" throughout the Education Law and establishes alternative certification pathways including national certifications or out-of-state licenses.

Modifies limited and provisional permits to allow a maximum validity period of two years with no renewal option, and reduces the provisional permit fee from $345 to $50 while adding concurrent licensure application and fee requirements.

Authorizes the State Education Department to promulgate regulations and accept applications immediately, with most provisions effective 180 days after enactment and the histotechnologist licensure requirements effective 18 months after enactment.
