Grants an independent agency prompt access to any facility, records, books, and data pertaining to investigations of abuse or neglect of individuals with disabilities upon receipt of a complaint or probable cause determination.

Requires facilities and provider agencies to provide copies of relevant records to the independent agency free of charge within three business days of a written request.

Mandates records be provided within twenty-four hours if there is a complaint involving health or safety in serious and immediate jeopardy or in cases of death of an individual with a disability.

Allows the independent agency to access records of the justice center as specified in sections 496(f)(1) and 496(y)(2) of the social services law.

Requires records be provided in electronic form upon request by the independent agency and takes effect immediately upon enactment.
