Amends the Social Services Law to define "closed period of eligibility" as a prior determination by the Social Security Administration that a person was previously eligible for supplemental security income but is no longer eligible at the time of determination or notification to the Office of Temporary and Disability Assistance.

Modifies the definition of "eligible individual" to include persons who "or were" eligible to receive additional state payments under Section 209, extending eligibility status to include those with prior qualification periods.

Updates federal agency references from the "Secretary of the Federal Department of Health, Education and Welfare" to the "Commissioner of Social Security" to reflect current government structure.

Deems persons who have been awarded benefits for a closed period of eligibility as having met the eligibility criteria for supplemental security income state supplements, allowing them to qualify for additional state payments based on prior eligibility.

Takes effect immediately upon enactment.
