Authorizes the director of the Office for the Aging to develop and operate person-centered training programs for informal caregivers, including caregiver resource centers and networks.

Expands the definition of "informal caregiver" to include foster parents and unpaid adults providing in-home monitoring, management, supervision, or treatment for children or adults with special needs.

Redefines "adult with special need" to mean persons 18 years or older who require care or supervision to meet basic needs, prevent injury, or avoid institutional placement, and adds separate definition for "child with a special need" under age 18.

Requires the director to connect with existing coalitions and organizations to coordinate resources, approve person-centered training curricula sensitive to racial and ethnic characteristics, and provide technical assistance and grants to organizations delivering caregiver training.

Mandates guidelines for local area agencies on aging to provide information, resource referrals, counseling referrals, and coordination with Lifespan Respite Care agencies for informal caregivers.
