Expands the tuition methodology for special education programs to include preschool students in addition to school-age students in approved private schools and special act school districts.

Authorizes retention of funds exceeding allowable and reimbursable costs, with annual retention capped at 1 percent and accumulated balance capped at 4 percent of total costs.

Requires retained funds to be carried forward as reimbursable costs for calculating subsequent year tuition rates.

Permits funds to be expended only with governing board authorization for purposes in the approved tuition methodology or to pay prior year debts.

Requires annual reporting to the Department of Education on retained fund balances, amounts retained and dispersed in the prior year, and other requested information.
