Expands the requirement to check the justice center's register of substantiated category one abuse or neglect cases to include providers and programs operated by the office of addiction services and supports, office of mental health, office for people with developmental disabilities, and office of children and family services.

Allows providers and programs to conduct subsequent inquiries of the register for the same individual only once per six-month period.

Prohibits facility and provider agencies listed in subdivision two from hiring individuals on the register to have regular and substantial contact with service recipients, while other providers must evaluate such individuals according to guidance from their regulatory state agency.

Requires the office of children and family services to develop guidelines for evaluating individuals with indicated reports of child abuse and maltreatment or those on the substantiated category one register, in consultation with the justice center and other relevant state agencies.

Takes effect immediately except section one takes effect one year after enactment and applies prospectively to all persons considered for positions involving regular and substantial contact with service recipients.
