Amends Executive Law Section 562 to require the Justice Center to provide licensed facilities with summaries of final substantiated category two conduct findings for current employees or volunteers when the conduct occurred at another facility or provider agency.

Defines "final finding of category two conduct" as a finding for which all relevant hearings and appeals have been exhausted and has not been sealed under Social Services Law Section 493.

Requires the Justice Center to provide such summaries to the employee or volunteer if the summary has not previously been provided to them.

Removes the requirement that "all relevant hearings and appeals have been exhausted" from the prospective employee/volunteer criminal history information process, replacing it with the new "final finding" definition.

Takes effect 180 days after becoming law.
